PETALING JAYA: Household waste segregation is a positive step towards creating a caring society, provided it is accompanied with strict enforcement and adequate education.

Residents' associations told The Malay Mail although Malaysians may need to be groomed to segregate their waste, poor enforcement and education may hinder its efficiency.

Federal Territories and Selangor Community Association president Tan Jo Hann said the implementation of a waste management policy was timely and necessary.

"I do not think any society is ready for such a policy but we have to start somewhere," he said yesterday.

He said the policy would be less effective if weaknesses in the administrative system such as poor enforcement were rampant.

Maxwell Tower Owners' Association chairman Gary Yeoh said poor planning and lack of public awareness also pose a problem.

"I have yet to see adequate explanation from the government on what residents are supposed to do."

SUBANG JAYA: A move by the municipality here to acquire holiday homes in Langkawi, despite not having enough budget to fix potholes, is not sitting well with ratepayers.

“The two condominium units at Century Suria, Pulau Langkawi are expected to cost the Subang Jaya Municipal Council (MPSJ) RM530,000.

“That’s not right, using the people’s money to buy condos and telling us in return they don’t have funds to fix roads, parks and streetlights,” said PJS9 resident Mohd Noor Ahmad.

The vice-president of Rukun Tetangga PJS9 said the council should use ratepayers’ money for such purchases.

“Stop telling us [there is] no budget when you have funds to buy condominiums,” said Mohd Noor.

While he agreed that many companies buy holiday homes for their staff, those expenses are from profit and not public funds.

“This is just absurd, as local councils should be responsible for looking after the welfare of the people first and putting their own needs second,” said Subang resident Marc Chow.

The 24-year-old said the money could be used to improve infrastructure.

MPSJ disclosed during its full board meeting last Friday that the purchases had been approved.

The two units, costing RM256,388 for a 1,025 sq ft unit and RM270,500 for a 1,155 sq ft unit, will be added on to existing holiday homes in Port Dickson and Cameron Highlands.

The revelation received a mixed response from councillors who attended the meeting.

“We already have two units in Cameron and two in Port Dickson [which MPSJ is planning to sell]. I don’t think we should waste anymore funds,” said MPSJ councillor Tan Jo Hann.

He said the council should cut down on unnecessary expenses and focus on maximising funds for the development of local communities.

“Why should we waste funds ... when we don’t even have enough money for repairing streetlights?” said Tan.

Reiterating his concerns was councillor Edward Ling.

“They got their budgeting all wrong. They like to allocate money for the less important things rather then focusing on the people and their needs,” he said.

But MPSJ councillor K Arumugam presented a different point of view.

“I actually support the purchase of the apartment units. I believe staff are encouraged to go on family holidays locally to rest and relax,” he said.

He said the purchase price was reasonable, and the units are an investment to MPSJ as they are close to the jetty.

His opinion was echoed by fellow councillor Ng Sze Han, who thinks the purchase will be cost-effective in the long run.

The new condos are also needed because of the overwhelming demand for council units in Cameron Highlands.

In addition, MPSJ maintains that money to buy the condos will come from the council’s asset budget and not from allocations meant for infrastructure or landscaping.

“These purchases have been budgeted for,” said MPSJ president Datuk Asmawi Kasbi.

He pointed out that the holiday homes would benefit MPSJ’s 1,400 staff, who could use them for family vacations at a nominal rate.

“We have lower-income staff who can’t afford to go on holidays. With this condo, they can holiday in Langkawi at an affordable price,” added an MPSJ public relations spokesperson.

The spokesperson said the minimal rental charges would allow MPSJ to maintain the units but not profit from them.

“All companies give benefits to their staff and buy holiday homes. I don’t see why MPSJ can’t do the same,” he said.

The acquisition had been proposed by former MPSJ president Datuk Adnan Ikhsan, and had been discussed at the council’s Employee Representative Committee meeting.

The move had also been supported by staff and some councillors.

Initially, the former president had pushed for the purchase of three apartment units in Puchong Prima. But this had been rejected because Puchong is not a holiday destination.

After much debate, the committee had agreed on the two units at Langkawi.

However, during the full board meeting, Asmawi said MPSJ will not purchase the units until the prices are re-evaluated by real-estate assessors.

“We will check to see if that is the best price before making purchases,” he said.

MPSJ to sanction Setia Walk flyover

SUBANG JAYA: Councillors here urged the municipality to give SP Setia Bhd the green light to build a flyover ramp at the Setia Walk development in Puchong to ease traffic congestion.

“We have to take the initiative and send them a letter, telling them to start work on the ramp immediately,” said Subang Jaya Municipal Councillor (MPSJ) Tan Jo Hann.

He urged the council not to delay this any longer as the traffic snarl at the mixed development, which includes service apartments, retail shops and office blocks, is raising concerns in neighbouring areas.

Residents fear that more accidents will happen along the busy Damansara-Puchong Highway (LDP) due to vehicles cutting into the development.

Residents had also previously pointed out that traffic on Persiaran Wawasan and the LDP junction during peak hours is unbearable.

Two months ago, developer SP Setia Bhd had had a meeting with residents to reiterate their commitment to building the 350-metre-long ramp.

SP Setia deputy president and chief operating officer Datuk Voon Tin Yow had promised residents that the ramp would be built if MPSJ’s traffic study showed the need for one.

The ramp has been proposed to take off from the service lanes along the LDP straight into the main entrance of the Setia Walk development.

“The developer has already given his word to build the ramp, and studies show we need it. I hope the council will speed up the process and get the ramp built,” said MPSJ councillor Ng Sze Han during MPSJ’s full board meeting last Friday.

MPSJ president Datuk Asmawi Kasbi said the council will contact the developer and get them to built the ramp as soon as possible.

MPs and councillors: Distinguishing their roles

Lightning strikes during a heavy thunderstorm, causing trees to fall onto the road, obstructing cars driving through and almost injuring residents living in houses nearby. A phone call is then made to the first person that comes to the complainant’s mind – a face they elected two years ago, their Member of Parliament (MP) or assemblyperson.

Regardless of what the complaint is – be it uncollected trash, neighbourhood squabbles or potholes – most residents usually file complaints to politicians, hoping it will be resolved with a snap of the finger.

These residents tend to be unaware that such complaints should be directed to local councillors, they who represent the people’s voice at local councils.

“There is often a misconception of roles by residents on what a councillor should do and what a Member of Parliament should do,” says Klang MP Charles Santiago.

Being an MP, he is expected to prepare for debates in Parliament, be up to date on parliamentary issues, and make laws on a federal level.

However, over the years, MPs have become the person expected to handle anything and everything a resident comes to them with.

“About 50-60% of my daily tasks are handling local council issues like garbage collection and flood woes,” says Santiago.

He even received a threatening note from a resident requesting him to solve crime problems in an area because they voted for him.

“The thing is, I can’t solve that as it’s a police matter, and I can only highlight it to the respective authorities,” he says.

Even so, he never turns a complainant away, but tries to help them by redirecting straightforward complaints to councillors and intervening where it comes to the more complicated matters.

“I usually only step in when residents are finding it hard to negotiate certain matters with authorities, or when both parties can’t see eye to eye on things,” says Santiago. For example, matters like hawker relocations or major infrastructure problems.

However, there is a limit to how far he can help, as MPs have no control over the council’s budget, councillors’ decision-making, or the councils’ operating systems.

Bridging the gap
Meanwhile, councillors who have the power to get matters solved are often not recognised or acknowledged by residents, some of whom don’t even know they exist.

“Being part of the local council has made me realise how some issues could be resolved because we have the power to do so.

But many residents are still unfamiliar with the roles of a councillor,” says Subang Jaya Municipal Councillor (MPSJ) Tan Jo Hann.

The three-term councillor since 2008 explains that the responsibility of a councillor is to act as the bridge or facilitator between residents and the council.

“We organise dialogue sessions with residents and officers to discuss issues and ensure residents get a fair hearing, especially when it is an issue concerning powerful developers,” Tan says.

Councillors are also expected to draw up policies on a local-government level.

“Our role is to act as the highest body in the local council to set new policies and help implement them in the community,” Tan says.

In addition, councillors are placed in different committees within the council to tackle different issues such as infrastructure, finance, environment and audit.

Tan, who sits in the audit committee, environment committee and infrastructure committee, also chairs the cleanliness sub-committee and abandoned-building sub-committee.

It is crucial that councillors are placed in different committees so that they can come up with policies to help solve long-term issues like project development, traffic congestion, and development on slopes.

Motions are made in the respective committees and brought into the council’s monthly full board meeting for the resolution to be passed and approved by the board.

Once approved, the council will move to implement them in the community in a bid to create a more conducive living environment for the people.

Examples of policies set by councillors over the year are a new hostel guideline for houses in MPSJ; one-hour timed parking system at Taipan, USJ; and green-building policies by the Petaling Jaya City Council (MBPJ).

Green buildings, policies and other duties
“We are the first council to manifest the mandatory green-building certification if developers want to get a higher plot ratio,” says MBPJ councillor Derek Fernandez.

The three-term councillor said policies are made by councillors to benefit all parties, especially residents.

Recently, MBPJ approved a policy to invite residents to hear and discuss the council’s budget.

It was the first open budget session that allowed residents to sit in and listen, and voice out their comments or objections regarding the Budget 2012.

Apart from that, MBPJ councillors approved a policy allowing all residents to object or voice out concerns over developments in their neighbourhood.

“Previously, only direct neighbours can make an objection, but now we overwrote the bylaw and extended the opportunity to all residents to have a say,” Derek says.

With the new policy, signage with details about a particular development will be put up at a construction site, and residents can write in to MBPJ with their concerns for the council to try to solve.

Policies can also be made to help earn more revenue for the council, like implementing a rental fee for billboard advertisers, or forming an independent audit committee to monitor council spendings.

“These two policies actually helped the council earn over RM7 million with the billboards, and saved us a few million each year on contract malpractices,” says Derek.

Though the councillors have a handful of policies to draw up and implement, their daily duties don’t end there.

Every day, councillors will be swamped with complaints ranging from general ones like rubbish, drains and floods to sensitive ones like neighbour disputes, house-renovation problems, and licensing issues.

Residents would rather call the councillor to personally address the issue or set up a meeting to see them individually, for fear their problems would fall on deaf ears otherwise.

“They have this mindset that it’s better to complain personally to a councillor in order for their complaints to be addressed and solved faster. They don’t trust the system,” said Hulu Selangor District Councillor (MDHS) Chua Yee Ling.

The two-term councillor said the system, which the council adopted over 50 years ago, has given the residents the perception that their complaints will be left unattended.

“I don’t blame the staff because it’s the system that’s at fault. They are so used to a particular way of doing things that it’s hard to change,” she said.

Chua added that local governments and councillors should think of new approaches and creative means to replace the old ways.

Money matters
However, Chua is unhappy about the small allowance councillors get, which doesn’t justify their huge job scope.

“How can you pay a councillor RM750 and expect them to do their job properly when they have to earn a living and pay bills at the same time?” she asks.

She says with the many issues a councillor needs to focus on and tackle, that amount of money isn’t enough for a full-time councillor.

Before this, Chua and her fellow district councillors were paid RM250 per month. This figure was increased this year by RM500.

The small pay rise raised eyebrows of Selangor MCA deputy chairperson Datuk Teh Kim Poo.

“The raise given to councillors is too quick. Less than two and a half years and the councillors are getting a second increase... it is absurd as the number of them throughout Selangor are inefficient and not service-oriented,” he said.

Agreeing with him was Selangor MCA Public Complaints Bureau chief Datuk Theng Book, who said the allowance was not meant to cover their living expenses.

“A councillor is appointed to serve the people, it is not a full-time job. If you think you cannot survive with the allowance you receive, I advise you not to take the post,” he said.

However, Monash University’s political scientist Wong Chin Huat thinks that councillors should be paid what they deserve, judging on the work they do.

“They should be paid like a middle-level manager but less than an MP and assemblyperson,” Wong says.

He says those paid a higher amount should be a full-time councillor responsible for taking care of daily complaints, supervising site visits and following up on grievances.

Part-time councillors can be paid less and are only expected to do half of what full-time councillors do.

“With one zone in the urban area having a population of about 10,000 to 20,000 people, it is impossible for one councillor to handle the whole lot,” Wong says.

与此同时，州政府也批准一片2.5英亩地段给一家发展商，以充作自闭症教育培训中心。

在上述4幅地段中，公教中学、益智华小及自闭症中心，皆落在蒲种打昔柏丽玛花园（Taman Puchong Tasik Prima）一片占地13英亩的地段上；而宗教小学地段则是位于金銮镇，占地5.93英亩。

在上述13英亩校地当中，州政府把2.5英亩批准为自闭症教育培训中心，其余11英亩则分给公教及益智两所学校，解决这两所学校所面对的学生爆满危机，与迫切急需地段建分校的困境。

另批地段建自闭症中心

雪州高级行政议员郭素沁指出，州政府是在州行政议会上作此决定，公教中学分校获批8.88英亩地段、，益智分校4.12英亩，以及宗教小学5.93英亩。

她说，在批准上述校地后，州政府也将发出支持信给教育部，表明州政府支持上述两间分校建议，希望教育部也尽快批准校方申请，好让建校计划早日进行。

她受访时对《雪州时报》指出，公教中学及益智华小去年已向州政府申请校地，以便兴建分校，容纳每年无法接收的学生。

她说，经研究后，州政府拨出蒲种打昔柏丽玛花园13英亩地段给予公教及益智；同时也把其中2.5英亩地段，拨给发展商宝敦工程有限公司（Bolton)，为马来西亚自闭症协会兴建一所自闭症教育培训中心。

她透露，除了公教与益智分校外，州政府也把金銮镇一块5.93英亩地段列为宗教小学保留地，这也意味着，州政府一口气批准3幅校地给各源流学校，以应付蒲种区人口日益增加所对各源流学校的需求。

公教与益智可共用资源

她说，由于公教与益智校地相毗邻，所以州政府会建议教育部及校方资源共享，共同使用学校的硬体建设，如操场、食堂等。

她说，其实，雪州境内的华小与宗教学校学生与日俱增，尤其是八打灵县。在1998年，灵县的华小学生人数是2万4518人，但今年已增至4万3611人，13年内的增幅是77%，所以灵县迫切需要增建华小。

“再者，华小也不局限于华裔就读，很多异族同胞也把孩子送入华小。根据教育部统计，在华小就读的土著学生有5万5976人（9.15%），其中雪州就占了4863人。”

郭素沁说，宗教小学也同样面对不足情况，虽然灵县拥有19所宗教小学，但是蒲种只有一所蒲种13哩宗教小学，学生人数高达1500人。

她重申，批准校地是州政府权力，但批准建校则是教育部权限，所以，州政府只可以致函教育部，表示支持上述两项建校计划，希望教育部尽快批准建校。

公教校友会主席方贵伦：望教育部批准

公教中学校友会主席方贵伦指出，董事部是在两年前开始申请分校，因为每年有几百名学生被拒于门外，董事部希望在雪州境内找一块地开设分校。

他说，目前，该校学生人数是3300人左右，学生人数与年俱增，董事部多年前已提出开设分校，直至两年前正式向州政府申请分校。

“我们建议数个地区，蒲种是其中之一，因为地点理想，人口也多。”

他说，在申请校地后，董事部将正式向教育部及州教育局建议建分校，毕竟有校地后成功机率比较大，希望公教分校计划能够早日实现。

宝敦工程：企业社会责任

宝敦工程有限公司总经理卢志强指出，兴建自闭症中心是该公司回馈社会的计划，也为大马自闭症协会提供一个教育中心。

他说，随着州批准地段后，该公司将着手向有关单位申请，包括卫生部、教育部、福利部、梳邦再也市议会等，预料需要2至3年时间才能落实。

益智董事长梁润林：蒲种居民之福

益智华小董事长梁润林受访时指出，益智学生人数不断增加，校方去年向州政府申请校地，以增建分校。

他说，该校学生已近4000人，而明年报名新生超过700人，预料会开15班一年级，所以，明年学生人数肯定突破4000人。

梁润林也是八打灵县华小发展工委会副主席。他透露，在蒲种区面对华小严重不足情况下，工委会原本是要申请一所新华小，但是想到增建华小不易，所以就改为申请建分校。

他说，尽管州政府并不是批准董事部所申请的金銮镇学校保留地，但董事部也没有坚持，只要校地是在蒲种区即可。

“州政府在短短1年内就批准校地给我们，令我们深感欣慰，也是蒲种居民的福气，多一所华小，蒲种居民就不须把孩子送到蒲种以外华小就读。”

他说，其实，在向州政府申请校地同时，董事部也向州教育局申请建分校，如今校地申请已获准，董事部将进一步向教育部及州教育局跟进，加速分校落实大计。

“我们是一所全津贴学校，若批准建分校，将由政府全面承担建校费用。”

州政府把13英亩的地段分别分配给公教中学、育智华小及自闭症中心。

PUCHONG: Land for three new schools and a centre for autistic students have been approved by the state to cater to overwhelming demand from the community.

“We have already approved the land for the schools to share,” said state executive councilor Teresa Kok.

The Kinrara assembly person said the state had received many complaints about the lack of public, vernacular and religious schools, especially in the Petaling district.

The schools, SJKC Yak Chee (2) and SMJK Katholik (2), and an autistic centre will be located in Ta- man Tasik Prima. A further 5.93 acres of land will be reserved for a primary Islamic religious school in Bandar Kinrara.

About 2.5 acres have been approved for the autism school, which will be built by the developers of Taman Tasik Prima. The rest of the land will be divided between the schools.

Although land for the new schools has been approved, the school boards still need approval from the Education Ministry be- fore they can proceed with construction.

Kok expressed hope that approval will be given immediately to enable the schools to start drafting plans on how to fully maximise the space.

The schools can share some common facilities like a field, courts and canteen to optimise the land.

She added that there should be no reason for the ministry not to give the green light.

She pointed out that SJKC Yak Chee in Taman Bukit Kuchai and SMJK Katholik in Petaling Jaya are highly reputable. Allow ing them to open branches in Puchong would benefit the community here, she said.

Each of these schools has about 3,000 to 4,000 students, with both having to turn down about 1,000 students annually due to lack of space. “The new schools will be within the vicinity of Puchong and it is convenient for residents to send their children there,” she added.

The autism school will also be a reputable one as it will be run by professionals from the National Autistic Society of Malaysia.

“This is part of our corporate social responsibility plan. We strive to give the best to the community,” said Tasik Prima project manager John Lou Chee Khiam.

He added that the move would also be timely because there is no autism centre in Puchong and surrounding areas.

Representatives from SJKC Yak Chee and SMJK Katholik also gave their thumbs-up to the move,

“We applied for land two years ago, and we are happy the state approved it this year,” SMJK Katholik Alumni chairperson Fong Kui Lun.

He said the school had applied for land in a few area, but they preferred Puchong because it is not that far from their current school in Petaling Jaya.

Jalan Bandar 2 was re-paved by MPSJ with MARRIS funding. Kudos to MPSJ, councilor Tan Jo Hann and JKP 16 for working hard to get MARRIS funding for the road re-pavement job.

This is the first time the 2 roads were repaved since year 1998 (when Pusat Bandar Puchong was being developed).

Air Itam Forest Fire Near Kesidang Apartment

Fire spread quickly engulfing a large part of the Air Itam forest hillslope opposite Kesidang Apartment today evening at 28th July 2011. The cause of fire is unknown at this point in time. A few fire brigades were on site to put out the fire spreading towards the fringe of the forest nearby to the apartment.

At press time, the fire was spreading farther up to the hilltop where it was impossible to reach by fire brigade. Residents on the other side of the hill e.g. Sri Penaga, D' Palma, etc. apartments were alerted of the fire and were keeping a close a eye on it.

Taman Wawasan Lake - Cleanup

Land Development Behind Bomba

Recently in an e-group forum, a group of residents express genuine concern over the alleged conversion of the proposed land development behind Bomba (at Pusat Bandar Puchong) from Semi-D into SOHO.

However, some irresponsible persons who claim to be resident leaders level baseless allegations against the JKP 16 for 'play-acting', not transparent with residents and getting a share out of the development project.

Today JKP 16 went to the site (behind Bomba) to check it out whether the SOHO project is commencing. We took a few pictures of that site. No sign board about the project was to be found.

We sought the councilor for clarification and the following is the feedback :

"....

. The councilor has investigated the case, it is not true as what has written. There are people who are trying to make things complicated and to get credit out of it.

. The developer resubmit the application to amend the KM to convert from Semi-D to SOHO, it will only be tabled in the next OSC, (december 2010) we have never approved the conversion at this stage.

.After studying the case, the application cannot be approved in next OSC because :

1) The RT is Residential. They can't convert it to SOHO.

2) TIA for Persiaran wawasan cannot cope up with the high traffic if it is converted to high density apt. I have asked engineering dpt to put this comment in the ulasan.

3) Public hearing? - it is not relevant at this stage, since technically it cannot be approved.

..."

Our fervent hope is that residents should not listen to irresponsible persons who claim to be RESIDENT LEADERS and representing the interest of the penduduk but actually gave misleading information.

When in doubt, we advise residents to always check and clarify with councilor or MPSJ, or setup a dialogue between residents and MPSJ/councilor.

Taman Wawasan Lake Treatment - Clinoptilolite Volcanic Rock

A presentation by Avas Export Import Malaysia Sdn Bhd was held at JKP16 operation centre on 23rd October 2010. It was conducted to understand more about using Clinoptilolite (a type of Zeolite) to treat the Wawasan lake's water and underground stream coming from the slope. It was found that the underground stream contains natural minerals hence causing a metallic layer on top of the lake. The metallic layer prevents sunlight from shining into the lake-bed which make it not conducive for plankton growth.

The session was attended MPSJ officers, councilor Tan Jo Han, JKP 16 and Resident Associations. A further study will be conducted by MPSJ to evaluate the viability of using Clinoptilolite to treat the lake's water.

Resolved: Road hump installed at Persiaran Wawasan before Wawasan 4 entrance

On 14th Auguest 2010, JKP 16 member reported that a 2nd road hump was installed recently at Persiaran Wawasan just before the entrance to Wawasan 4. Earlier a road hump was installed just right before the T-junction of Persiaran Wawasan/Wawasan 3/7. These humps were installed as a result of resident feedback that vehicles were driven very fast along Persiaran Wawasan. Also, the residents had had a hard time coming out from Wawasan 3 and 4 and a few accidents and near-misses had occurred at these 2 spots.

We hope that the new humps will deter people from speeding recklessly. JKP 16 would like to take this opportunity to thank MPSJ and particularly Encik Ariffuddin who has diligently followed up on this matter.

YB Gobind walkaround in Pusat Bandar Puchong commerical area

YB Gobind, his assistants, councillor Tan Jo Hann, councillor Michael, JKP members and the press reporters had had a walkaround in Pusat Bandar Puchong commercial area on 21st August 2010 (Saturday morning). Its purpose was to assess the garbage issue around Jalan Bandar 1 to 16 area - on both sides of the LDP highway i.e. the Setia Walk galleria and Tesco side.. It was followed by a press conference later held in one of the coffeeshops.

The 350-foot long Jalan Wawasan 4/6 was finally paved today 14th August 2010. Today's road paving project culminated a few months of preparation between Wawasan 4 RA, JKP and MPSJ using MARRIS fund. Owing to budget constraint, this stretch of Jalan Wawasan 4/6 was chosen for repavement as it's in far bad shape compared to other Wawasan 4 roads.

The thickness of repavement is approx. 2 inches. W4 RA representatives Mr. Seah, Mr. Soong and Mr. Desmond were on site together with councilor Tan Jo Hann to inspect the road repavement work. The W4 representatives showed great camaraderie when they were on site earlier to help coordinate traffic flow in and out of this road so to allow contractors to pave the road with minimal obstruction.

When asked for comment, Mr. Seah said he was glad that the road is finally resurfaced and thanked the W4 RA, JKP, MPSJ and particularly councillor Tan Jo Hann for diligently following-up this request in the past few months.

Councillor Tan Jo Hann said that MPSJ and JKP will continue to monitor roads that are in bad shape in Zone 16, and if required will make submission to MPSJ (via MARRIS fund) to resurface those roads.

Saujana Puchong cemetery plan revoked

Residents of Saujana Puchong were relieved to hear that a contentious plan to build a cemetery on an Ayer Hitam Forest Reserve plot was shelved. Instead the plot was officially gazetted as part of the forest reserve.

The endorsement was signed two days ago by Selangor clerk Mohamad Yasid Bidin declaring the 55 acres of land in front of Jalan SP 10/1A as an “extension” of Ayer Hitam Forest Reserve under section 7 of the National Forestry Act 1984.

At a press conference at the site today, Kinara assemblyperson Teresa Kok pointed out signage that designated the plot as part of the forest reserve, which was built on the site following the decision.

“Gobind and I have promised to help the residents when we ran for election in 2008. The process took us some time but we are glad that we finally gazetted it,” she said.

The previous BN state government had designated the area as a cemetery in 2001, allocating 55 acres of land in Ayer Hitam and later including it into the MPSJ draft plan in 2007.

The residents protested the move. They claimed a cemetery with close proximity to their homes would inconvenience them.

Residents to drop court case
United Puchong Resident Association chairman Chik Chun welcomed the revocation, said it is “good news after much delay”.

“We did not agree with the plan because (this) is a residential area,”

Saujana Puchong Signature Campaign Teamwork (STC) chairman Lee Wai Hong said he will wait until the formal documents are released to drop the court case against the Selangor government.

“We brought them to court in 2004. Maybe we can reach an out-of-court settlement now,” he said.

When asked whether they will continually demand for a road to Equine Park, Lee said it is up to the government.

“The road was promised by Saujana developer Talam. We were cheated by Talam not state government,” Lee said.

“Lesson learnt” in zoning cemetery
Teresa said the intention to build a cemetery at Petaling district was practical, but poor planning and coordination skewered the move.

“The town planning is such that every district must have a cemetery. So when they drafted the Petaling development plan 20 years ago, they should have gazetted it as cemetery land.

“With this, developers and house buyers would be informed and avoided such areas.

“But they only approved the conversion of land in 2002. Residents who had already bought a house (or) lived there would of course not be happy,” said the assemblyperson.

She said the case which caused a six-year protest among residents is a “lesson learnt” for the Selangor Pakatan government.

“We brought up the issue many times in exco meetings. Selangor really needs more cemeteries and we are finding a replacement for (Saujana Puchong), probably somewhere in Sepang.

“We will do proper zoning and notify the people earlier.”

MPSJ Air Hitam Meeting 25th June 2010

Recently a certain individual has been writing untruthful things about me as the local councilor for Pusat Bandar Puchong and also irresponsibly spreading these lies through his egroup about how I had acted towards him in MPSJ on Friday June 25th 2010 after a meeting regarding the "rayuan pembangunan untuk projek cssb dan pmssb - at the hutan simpan ayer hitam" (the hillslope development by Citrasama and Benua Ehsan on PNSB land.).

His version sounded like this:
He accused me of saying he was not welcomed to the meeting and that he did not represent any association and that I had asked him to “get out' from the room”. He also claimed that at that time he was “attack by some people” that he did not know but they claimed they were from Wawasan 4.

He also claimed that he wrote his name onto the attendance list as asked by a senior MPSJ Officer (But I later checked with this officer and found out that no such thing happened and in fact this said person was not even on the list of invited persons for that particular meeting).

This person also claimed that I had abused him verbally and kicked him out of the meeting room saying he was not welcomed, and that he was not staying in Pusat Bandar Puchong and so forth..

The real version (witnessed by at least 7 people):
We started a little after 3pm and actually concluded at about 4:30pm. This “person” walked in when everyone was standing around drinking tea and chatting with each other. He called to me from behind and I greeted him and even shook his hand.

After a few minutes as I was leaving with some residents (from Wawasan 4, Sri Penanga, Bayan Hills, and some others), we caught him trying to sign his name onto the attendance sheet when in fact he did not even attend the meeting. I then asked him what he was doing because it is standard procedure that if someone has not participated in a meeting that person cannot sign his name on the attendance sheet. I told him he cannot do that, it is improper procedure. (For that matter, he was not even on the list of invitees and did not receive an official invitation letter.)

I then left the room and got into my car. All this happened in a matter of seconds...not even minutes. There were at least 7 eyewitnesses from the residents and MPSJ staff who can attest to what really happened then.

This person was obviously surprised that we caught him trying to commit an illegal act of falsifying his attendance in a meeting he was not invited to and let alone trying to sign the attendance sheet. Thus he has created these stories to cover up for his guilty actions.

This type of unnecessary “drama” is actually distracting us from the truth at hand which is the issue of the hill slope development project on Air Hitam. All these while the issue has been consistently discussed and dealt with by the real resident representatives, MPSJ council, elected representatives YB Gobind, YB Teresa Kok and the respective local councilors according to the proper procedures as instructed by Lembaga Rayuan Kerajaan Negeri Selangor. The latest developments have recently been clarified and explained in the mass media. There is no development on top of the hill and the developers are still appealing to the State appeal Board “Lembaga Rayuan” and the process is being investigated. This kind of habitual lying will definitely help no one except for those who intentionally want to spread them for whatever reasons which fail my comprehension! I appeal to fair minded and concerned residents not to listen to lies and please do not be made used of by irresponsible people. If you have queries go to the right people at the MPSJ, your elected ADUNs or MPs, your local councilor and the JKP appointed to deal with local issues in your area. There is much to do to improve the development of Pusat Bandar Puchong!

Resolved: 2 Abandoned Cars Towed Away By MPSJ

On 21st June 2010, a JKP Zone 16 member alerted MPSJ of 2 abandoned cars next to Puteri 7 residential area. Car #1 bearing number plate WGS 4688 (Citroen Xantia) and car #2 WEP 5785 (Fiat Punto Selecta) were parked at Jalan Persiaran 2, Bandar Puteri (beside Acacia Puteri 7) for a few months and never moved from the location.

MPSJ officers came and inspected the cars on 23rd June 2010. Warning notices were pasted onto the the windscreen.

As there wasn't anyone come forward to claim the cars, MPSJ had to tow away these 2 cars on 30th June 2010, which is after one week of the notice.

JKP 16 would like to take this opportunity to thank MPSJ for their prompt action in addressing this problem which is prevalent around Zone 16.

Satu sidang media telah diadakan di Bayan Hills Homes hari ini 10 Julai 2010 jam 9.30 pagi. Di antara yang hadir ialah YB Teresa Kok, YB Gobind Singh, jabatan undang-undang MPSJ, ahli Majlis Zon 10 (Dr. Loi) dan Zon 16 (En Tan) bersama JKP, wartawan-wartawan dan wakil-wakil penduduk dari Bayan Hills Homes, Sri Kesidang apartment, Sri Penaga apartment, Wawasan 4, Wawasan 3 dan lain-lain lagi.

Tujuan sidang media ini ialah untuk menjelaskan latar belakang dan kronologi projek bersama status semasa. Antara mesej-mesej penting yang disampaikan ialah :

1) Sehingga kini, tiada sebarang pembangunan berlaku di kawasan demikian.

2) Kerajaan Negeri Selangor telah menolak permohonan kelulusan perancangan pada 8 Julai 2008.

3) Walaubagaimanapun, pemaju bersama dengan PNSB telah memohon kepada Lembaga Rayuan Negeri Selangor (LRNS) pada 3 Disember 2008 untuk membincangkan semula keputusan menolak kelulusan merancang.

4) Tarikh sebutan baru di LRNS ialah pada 28 Julai 2010. Sekiranya perlu, pihak-pihak boleh membuat permohonan lanjut kepada LRNS.

Juga dijelaskan ialah mengikut undang-undang di bawah Akta 172 dan Akta (pindaan) A933, Aktan Perancangan Bandar dan Desa, pihak perayu diberikan peluang mengemukakan rayuan kepada LRNS.

Fungsi LRNS ialah

"Lembaga Rayuan bertujuan untuk memberikan peluang kepada orang awam mengemukakan rayuan sekiranya terkilan atau tidak berpuas hati dengan keputusan pihak berkuasa perancang tempatan dan seterusnya, menimbang kes-kes rayuan tersebut, di mana :

Lembaga Rayuan sebagai satu badan berkecuali (independent body) yang dilantik oleh Pihak Berkuasa Negeri bagi menyelesaikan pertikaian di antara perayu dengan pihak berkuasa tempatan khususnya yang terbit dari sesuatu keputusan perancangan yang mana perayu itu sama ada sebagai Pembantah, Pemohon, Pemilik atau Pengguna merasa terkilan.

Lembaga Rayuan sebagai suatu tribunal bertanggungjawab mendengar, mempertimbang dan membuat keputusan kepada kes-kes sebagaimana dinyatakan di bawah Akta 172 dan Akta (pindaan) A933, Aktan Perancangan Bandar dan Desa."

Kesimpulan:

1) Tanah yang dimaksudkan adalah diluar kawasan Hutan Simpanan Ayer Hitam dan berkedudukan di antara Hutan Simpan dan juga pembagunan sediaada.

2) Keadaan asal tapak disekitarnya adalah dalam kelas II sebelum pemaju-pemaju bersebelahan memotong bukit dan merendahkan paras masing-masing dan cerun yang dibina adalah termasuk dalam kawasan pembagunan mereka.

3) Kes ini masih di peringkat LRNS tarikh sebutan 28 Julai 2010.

PUCHONG – Persatuan Penduduk Pusat Bandar Puchong, memberi tempoh tujuh hari kepada Jawatankuasa Penduduk (JKP) Majlis Perbandaran Subang Jaya (MPSJ) Zon 16 untuk mengeluarkan barang-barang mereka daripada kabin terletak berhampiran Taman Tasik Wawasan yang sebelum ini dilancar sebagai bit polis, dekat sini.

Pengerusinya, B Awtar Singh berkata, kabin itu bukan milik pihak Majlis kerana ia dibina oleh pemaju untuk kegunaan penduduk.

“Jadi kami mewakili penduduk akan mengambil alih semula kabin berkenaan untuk dijadikan tempat persinggahan polis, selain kegunaan anggota Ikatan Relawan Rakyat (Rela) dan pejabat persatuan penduduk.

“Di situ ada dua kabin, mengapa mereka ingin ambil semua untuk dijadikan pusat operasi JKP?” katanya.

Beliau berkata, turut kecewa dengan dakwaan pihak berkenaan bahawa sebelum ini, ia dijadikan tempat berehat dan pejabat oleh pengawal keselamatan di kawasan berdekatan.

“Bagi hal ini saya ingin bertanya siapa yang memberi kunci kepada pengawal keselamatan warga asing untuk berehat di situ?

“Disebabkan itu, saya dan penduduk di sini akan mengambil alih semula kabin itu dan membuat laporan polis berhubung perkara tersebut,” katanya.

Terdahulu, Sinar Harian melaporkan JKP MPSJ Zon 16 dekat sini mendakwa, mereka mengambil alih struktur bangunan terletak berdekatan Taman Tasik Wawasan yang dahulunya pernah dilancarkan sebagai bit polis disebabkan sebelum ini tidak dimanfaatkan.

Ahli Majlis MPSJ yang juga Pengerusi JKP Zon itu, Tan Jo Hann berkata, pihaknya mengambil alih dengan kebenaran Majlis apabila mendapati, ia dijadikan tempat berehat dan pejabat oleh pengawal keselamatan di kawasan berdekatan.

Katanya, bit polis itu dibina atas tanah MPSJ oleh pemaju dan pihaknya menafikan kemudahan itu dirampas secara tidak betul.

“Kita ada kebenaran MPSJ menggunakan bit polis itu dan mereka yang mendakwa itu memang tiada hak. Ada segelintir melakukan pencerobohan pula selepas JKP ambil alih.

“Ia diambil alih kerana kita mendapati ia tidak digunakan sebagai bit polis,” katanya.

They are meant to prevent cars from illegally turning into Giant as it's supposed to be a no-entry road; it is actually used as an exit route from Giant. Vehicles going into Giant are advised to use the designated entrance farther up to the traffic light.

Pasang lampu isyarat terlalu banyak

PUCHONG – Kebimbangan pemilik kedai dan penduduk berhampiran berhubung pembinaan terlalu banyak lampu isyarat berdekatan Jalan 2/21, dekat sini dipandang serius Ahli Majlis Perbandaran Subang Jaya (MPSJ) kawasan itu.

Tan Jo Hann berkata, pihaknya dimaklumkan persimpangan lampu isyarat itu dibina berikutan menerima aduan terlalu banyak kemalangan memandangkan ia jalan utama menghantar anak di empat sekolah berhampiran.

Beliau berkata, bagaimanapun pihaknya agak terkejut dengan pelan pembinaan lampu isyarat itu termasuk kedudukannya yang dikatakan terlalu hampir dengan sebuah restoran, dekat sini.

“Kita akan melihat sistem ini apabila ia mula berfungsi kelak, sama ada sempurna atau sebaliknya.

“Jika tidak betul, mungkin pengubahsuaian akan dijalankan untuk kemudahan dan keselesaan semua pihak,” katanya dalam satu sidang media, di sini.

Jo Hann berkata, penduduk tidak perlu bimbang, malah pandangan mereka juga akan diambil kira dan dipertimbangkan.

“Saya juga akan berjumpa pemaju membincangkan masalah lampu isyarat itu dalam masa terdekat ini.

“Selepas segalanya sudah selesai, baru lampu isyarat itu akan diuji,” katanya.

Sementara itu, beberapa penduduk dan pengusaha kedai berhampiran bimbang berikutan lampu isyarat yang didakwa dibina terlalu hampir dengan bangunan komersil itu.

Wakil pekedai yang enggan dikenali berkata, akan timbul masalah tempat meletakkan kenderaan selepas lampu isyarat itu berfungsi kelak.

“Saya lihat terlalu banyak lampu isyarat seolah-olah jalan di sini terlalu sibuk sedangkan ia hanya sesak pada waktu sekolah sahaja.

“Malah, lampu isyarat berhampiran kedai dirasakan tidak perlu kerana hanya akan menimbulkan kesesakan sahaja nanti,” katanya.

Beberapa penjaja di jalan berkenaan juga menyatakan kerisauan sama ada mereka akan diarahkan berpindah apabila lampu isyarat itu berfungsi kelak.

“Ada di antara kami sudah berniaga bertahun dan mempunyai pelanggan sendiri, sekiranya berpindah, ke mana lokasi sesuai.

“Kami juga bimbang kehilangan pelanggan sekiranya diarah berpindah ke lokasi lain,” katanya

New plan for garbage collection

CLEANLINESS is an issue close to my heart.

Under a pilot project, the Subang Jaya Municipal Council (MPSJ) will be introducing a central garbage disposal system for commercial areas, starting with Jalan Bandar in Pusat Bandar Puchong, Puchong.

Presently, the Alam Flora contractors’ garbage collection scope in commercial areas is done door-to-door every day except Sundays.

Business premises are required to have at least one garbage bin under Bylaw 6, Garbage Collection, Discard and Disposal (MPSJ) 2007 and Bylaw 18, Trade, Business and Industry Licensing Bylaw (MPSJ) 2007.

Business owners will be slapped with a maximum compound of RM1,000 if they fail to comply.

However, the reality is that people who often indiscriminately throw rubbish, claim that the existing garbage bins are insufficientrubbish bins.

This results in a messy situation and makes it more difficult for the Alam Flora workers doing the garbage collection rounds.

Under the project, we have identified several key garbage collection points in Pusat Bandar Puchong where large 1,000-litre bins will be placed.

A total of 12 bins, which can be attached to a compactor lorry, will be placed in Jalan Bandar 2, 7, 8, 9, 10, 12 and 16.

The traders and shoplot residents will have to dispose of their garbage into these bins on their own as the door-to-door collection will stop and Alam Flora workers will only collect garbage from these 12 bins.

Meanwhile, the MPSJ will not entertain complaints regarding garbage thrown in front of shops or in the backlanes any more.

We started sending notices to the shop owners and traders from April 1 and the ruling will be effective from May 1.

We have also had meetings with the traders and distributed pamphlets to them.

The MPSJ has to spend an additional RM4,000 to rent the 12 bins, plus the RM6,000 per month for the Alam Flora services like sweeping the roads and garbage collection in Pusat Bandar Puchong.

We are starting in Pusat Bandar Puchong because this area has been receiving the most number of complaints.

We will monitor the project for about three months before looking at extending it to other areas.

The traders and public should also play their role by catching errant traders or passers-by who throw rubbish indiscriminately by taking pictures and reporting them to the MPSJ.

To better enforce the ruling, we are considering the idea of sending undercover MPSJ officers to monitor the area.

However, it is also the traders’ and business operators’ responsibility to ensure the cleanliness of their areas, as a clean space is sure to attract more customers and that would be to their benefit.

What is also lacking is the attitude and civic consciousness among the members of society.

Councillors warn the public to be careful when dealing with runners

THE public should be careful when dealing with agents or runners who claim they can fast-track applications with local authorities, Subang Jaya Municipal councillor Tan Jo Hann said recently.

“Here, it is best that they apply directly to the Subang Jaya Municipal Council (MPSJ) and pay at the MPSJ counter,” he said.

“It is also council policy that the employees do not accept any tokens — whether in cash or kind — when dealing with over-the-counter services.

“Should that ever happen, one should report the incident to the councillors, department heads or even the MPSJ president,” Tan said.

Tan was speaking at a press conference to highlight the case of a businessman who was cheated by a man claiming to be an MPSJ employee who could help with licence applications.

The woman, who wanted to be identified as Wong, said she wanted to apply for the licences on behalf of a client to hold an outdoor handphone and IT equipment fair next to Tesco Puchong from April 29 to May 2.

“Sometime in mid-March, a man who identified himself as Anif offered to help with my licence applications,” Wong, 33, said.

“He claimed he could help with all the processes, and since it was my first time organising such an event, I thought he could.

“After several phone calls, meetings and paying Anif RM2,300 for his service fees, he gave me a letter with the MPSJ letterhead and said that I just needed to show the letter at the MPSJ counter and pay the licence fee (which would cost RM300).”

To her shock, there was no record of her application when she went to the MPSJ office to make the payment two weeks before the fair.

It was later discovered that she had been given false documentation with a genuine MPSJ letterhead, and that the reference number for her application belonged to someone else.

Wong then reported the incident to Tan, who advised her to lodge a police report. The MPSJ also subsequently lodged a police report.

Since time was short, Tan helped her with her licence applications, which totalled more than RM3,000 for rental space, tents and cleaning fees.

Councillor Ng Sze Han said it was not necessary for the public to engage a runner or agent with regard to any application with the MPSJ.

In fact, they can download the application forms from the MPSJ website and submit them directly at the counter.

“Depending on the type of application, the applicant will be able to get an answer on the spot or after two weeks.

Tan and Ng, both of whom sit on the MPSJ Audit and Good Governance Committee, said Wong’s case would be investigated.

“We will find out whether the scammer was working hand-in-hand with an inside source and track down the scammer to see if he is a former employee or impersonating an MPSJ employee,” Tan said.

“Most importantly, we advise the public to be careful as it can happen to anyone,” he said.

He also urged victims of similar scams to come forward and inform the councillors.

Traffic Light Installed At T-Junction of Persiaran Wawasan-Jalan Wawasan 2/23

Traffic light was installed at T-junction of Persiaran Wawasan-Jalan Wawasan 2/23 to better manage traffic flow during peak hours. This is because traffic gridlock becomes more apparent during morning school hours, around noon time and evening after school hours.

Councillor Tan Jo Hann together with several JKP and MPSJ engineering staff members met members of the press to explain about the junction traffic lights at the corner of Pesiaran Indera & wawasan 2/23 . The site inspection the newly installed lights which was set up in order to regulate the traffic flow at the junction because it was observed that an unregulated junction was quite hazardous and have been creating traffic flow problems for that area.

The site visit found several issues which needed more attention and will be brought up in a special meeting between MPSJ and SP setia who was responsible for the installation of the lights as part of their infrastructure contribution to the area.

Councillor Tan wanted to assure the residents that this system will be carefully studied and amended if necessary, and finally a trial run will be carried out to see if the lights are serving its function. This is all done in close consultation with representatives from the local communities, the MPSJ and SP setia.

Commitment Obtained From Developer To Replant 100 Trees For 40 Trees Felled At Ingress and Egress of Persiaran Wawasan

MPSJ have obtained commitment from SP Setia (developer of Setia Walk) to replant 100 trees of type specie Samanea Saman (raintree) at Taman Tasik Wawasan. However, the developer will cut around 40 trees at ingress and egress of Persiaran Wawasan to allow road widening work. Replanting will be mainly done at Taman Tasik Wawasan and back to spaces on roadside (of Setia Walk) wherever possible.

Traffic Island and Road Lanes Issue Between Balai Bomba and Setia Walk

Related to the traffic island and road lanes issue between the balai bomba and Setia Walk project (at Persiaran Wawasan), the councilor, MPSJ and JKP 16 are keeping close tabs on the situation of the island and road lanes. The developer SP Setia had earlier taken their initiative to make some changes, but when we realised this, we alerted MPSJ engineering and with their prompt action, MPSJ had issued a stop work order to have SP Setia revert back to original.

On the 12th March 2010 Friday 12pm, the MPSJ engineers were at the junction monitoring and restoring the island and 3 lanes as before.

JKP 16 and the councilor would like to thank resident(s) for their comments and attentiveness on affairs of Pusat Bandar Puchong. We always appreciate public vigilance and feedback. Despite one resident hurling insults to JKP and RA on this issue, we will NOT be discouraged. We remain unpertubed, as the JKP and RA are dedicated residents who have volunteered their time and energy to working for the community without any kind of compensation for their hard work but based on community spirit.

Resolved : Road Hump Installed at Jalan Puteri 7/1

Further to the RA Puteri 7's & JKP zone 16's proposal to have a road hump setup for safety measure at Jalan Puteri 7/1 (before the junction turn in to Jalan Puteri 7/2), the MPSJ Engineering Department officer En. Mohd Azli has finally instructed their contractor to install a road hump and painted with yellow line on 11 March 2010. We wish to remind motorists to drive carefully and slow down while approaching the road hump and junction. A big thank you to MPSJ!

Bangunan bit polis di Taman Wawasan yang tidak beroperasi telah diambil balik dan dikendalikan oleh MPSJ. Mulai sekarang, bangunan ini digunakan sebagai pejabat operasi JKP Zon 16. Waktu operasi ialah Isnin-Jumaat pukul 2 petang - 6 petang.
